Products will <br />include mulches, soil amendments, potting soils, and blended mixes. Custom blending services <br />will be offered. A majority of the finished products will be sold in bulk. However, a bagging <br />operation will be considered based on customer demand and the economics involved. <br />WOOD WASTE STORAGE AND PROCESSING <br />Wood separated from the commercial and industrial waste stream in the sorting area will be combined <br />with wood separated from debris boxes and large woody material separated from the yard stream and <br />stored on the site. Wood material will be stockpiled until enough is stored for chipping and use off the <br />site. As necessary, the wood material will be transferred off the site for processing as fuel at biomass <br />power plants or shipped and sold as mulch. <br />ADMINISTRATION AND MAINTENANCE AREA <br />An administration building will be provided for both the operation of the TMRF and for the administration <br />of the refuse collection operations. This would include offices and work areas for management personnel <br />and administrative employees, restrooms, conference rooms, storage, and equipment rooms. <br />HOUSEHOLD HAZARDOUS WASTE AND RECYCLABLE HOUSEHOLD HAZARDOUS WASTE <br />Used oil, oil filters, automotive batteries, apd used antifreeze, and other recyclable household hazardous <br />waste will be received on a continuous basis. An area for the collection, separation, storage, and <br />handling of household hazardous waste may additionally be provided. This area, if provided, would only <br />be available for periodic household hazardous waste events coordinated and sponsored by San Joaquin <br />County. During those events, personnel would be present to receive and identify potentially hazardous <br />substances from residential sources such as paint, solvents, oil, insecticides, herbicides, and household <br />cleaners. Materials would be labeled, packaged in drums, stored, and transported off the site. A <br />hazardous waste load checking program will be implemented at the transfer station. A hazardous waste <br />storage locker will be used for the temporary storage of hazardous materials that may be separated from <br />the refuse. In no cases will the TMRF accept hazardous commercial or industrial wastes. <br />REQUIRED APPROVALS <br />Development of the TMRF project would require a number of approvals from federal, state, and local <br />agencies and districts. Specific permits and approvals are listed in Table 2-1 for project implementation. <br />RESPONSIBLE AGENCIES <br />A responsible agency is a public agency, other than the lead agency, that has discretionary approval of <br />the project. Prior to acting on or approving a project, a responsible agency must consider the lead <br />agency's EIR. The Notice of Preparation and the Draft and Final EIR's are reviewed by all responsible <br />agencies.
