4.1 l�1ND,USE qND PLANNING P®L ICY <br />ENVIRONMENTAL SETTING <br />This section of the DEIR describes existing land uses and agricultural operations in the project area. It <br />addresses the project's relationship to policies in the County's Zoning and General Plan as well as other <br />relevant plans and policies. It evaluates the proposed project's compatibility with existing land uses, in <br />the site vicinity and the relationship of on-site land uses to each other. <br />Existing Land Use <br />The 39.2 -acre site is currently vacant. From 1971 to 1975 the site was mined for gravel by Lone Star <br />Industries, which resulted in a large excavated pit approximately 30 feet deep that composes most of the <br />site. <br />There are two primary types of land uses in the area surrounding the project site, gravel mining and <br />agriculture. Lone Star Industries operates a sand and gravel mining facility west of the site, with Teichert <br />Aggregates operating a similar facility to the north. Directly across MacArthur Drive to the east are <br />orchards and a recently plowed field. The property to the south of the site is vacant agricultural land. <br />Other land uses in the area include fields of row crops and the Royster Tire Storage and Recycling facility <br />to the west. The Banta-Carbona Irrigation District canal runs along the western boundary of the site. <br />Corral Hollow Creek is also located north of the site (refer to Figure 4.1-1). <br />There are few residences in the project area. The closest are the two mobile homes located across <br />MacArthur Drive, approximately 600 feet northeast of the site. There is also one residence approximately <br />1.4 miles south of the site on the west side of MacArthur Drive. There are also scattered residences at <br />the intersection of Linne Road and MacArthur Drive, north of the site. <br />General Plan and Zone Designations <br />The intent of the General Plan is to serve as a guide for the comprehensive long-range development of <br />an area. It is usually written text containing policies in the form of goals, objectives, and principles, <br />accompanied by a map or series of maps. The General Plan is typically implemented by zoning <br />ordinances, which in San Joaquin County are contained within the Development Title. <br />General Plan <br />The site is designated as "General Agriculture" (A/G) on the San Joaquin County General Plan <br />2010 Land Use Map (refer to Figure 4.1-2). The intent of the General Agriculture designation in <br />the land use element is to establish areas generally committed to agriculture with viable <br />commercial agricultural enterprises that require large land areas to efficiently produce their crops <br />(2010 Plan, pp. 111-116). Typical uses with the General Agriculture areas include crop <br />production, orchards, aerial crop spraying, and animal raising and sales. <br />Public, institutional, and/or major impact uses such as the proposed TMRF may be permitted <br />within land use areas designated for General Agriculture with an approved Use Permit. <br />Solid Waste Policies <br />The Infrastructure Service Chapter of the County General Plan provides the following solid waste <br />disposal discussion. <br />IER -93-1 -27- (9-27-93) <br />
