1 INTRODUCTION <br /> This report presents the Corrective Action Program (CAP) for the Corral Hollow Sanitary <br /> Landfill, located in San Joaquin County, California (see Figure 1). The report was <br /> prepared by EMCON on behalf of San Joaquin County Department of Public Works <br /> (County). <br /> The CAP was prepared in response to the detection of low concentrations of volatile <br /> organic compounds (VOCs) in groundwater samples collected from one of the landfill's <br /> five groundwater monitoring wells. The report was prepared to comply with Waste <br /> Discharge Requirements (WDR) Order No. 94-259 and the California Code of <br /> Regulations (CCR), Title 23, Section 2550.9 and 2550.10, which specifies that upon <br /> confirmation of a release from a landfill, the following activities be undertaken as part of <br /> an evaluation monitoring program: <br /> • Assess the nature and extent of the release(CCR,Title 23,Section 2550.9[b]). <br /> • Update the engineering feasibility study(CCR,Title 23, Section 2550.9[c]). <br /> • Propose water quality protection standards (WQPS) and concentration limits <br /> (CCR,Title 23, Section 2550.9[d]). <br /> • Describe the proposed corrective action measures (CCR, Title 23, Section <br /> 2550.9[d]). <br /> • Prepare a plan for a water quality monitoring program to demonstrate the <br /> effectiveness of the corrective action (CCR,Title 23, Section 2550.9[d]). <br /> • Implement the water quality corrective action monitoring program (CCR, Title 23, <br /> Section 2550.9[e] and 2550.10[d]). <br /> Each of these activities is addressed in this CAP. The report is organized into eight sections. <br /> This section, Section 1, serves as the introduction. Section 2 presents background information <br /> on the Corral Hollow Sanitary Landfill. Section 3 addresses the nature and extent of the <br /> release. Section 4 presents an engineering feasibility study that develops appropriate remedial <br /> alternatives for the landfill. The CAP for the selected remedial alternative is presented in <br /> Section 5. Section 6 provides a CAP designed to evaluate the effectiveness of the corrective <br /> action program.
