• Finalize drainage facilities <br /> • Decommission structures <br /> The closure schedule developed by the County is included in Appendix C. <br /> The construction procedures for final cover placement will follow the Construction <br /> Quality Assurance Program developed by Kleinfelder(January 1995). <br /> The final landfill cover will be graded to provide the following characteristics: <br /> • Reduction in Storm Water Ponding. This will reduce storm water infiltration by <br /> removing the driving force for infiltration(static head of ponding water). <br /> • Allowance for Differential Settlement. The grading will be designed such that the <br /> minimum required slopes will be maintained if differential settlement occurs. <br /> • Reduction in Storm Water Run-off Velocity. This will reduce erosion of the <br /> vegetative cover layer. <br /> The final landfill cover will be constructed to a minimum of 3 percent grades. The maximum <br /> slopes are graded at a ratio of 3 feet horizontally for every 1 foot of vertical lift(3:1). <br /> Settlement will be monitored by taking the following steps: <br /> 1. Maintain two permanent monuments. <br /> 2. Every 5 years,commencing upon completion of closure activities: <br /> a. Perform an aerial survey of the site <br /> b. Provide a topographic map with a maximum contour interval of 2 feet <br /> Final landfill slopes will be vegetated with Bromme grass upon placement of the vegetative <br /> soil layer. The vegetation will help stabilize slopes and reduce erosion. The rooting depth <br /> of the grass will not exceed the thickness of the 1-foot vegetative cover layer, so the clay <br /> layer will not be disturbed. The vegetation will be seeded at the beginning of the rainy <br /> season, so no irrigation will be necessary. <br /> 5.3 Implementation Schedule <br /> The activities associated with the installation of the final cover are tentatively scheduled to <br /> begin in July 1995. The closure schedule developed by the County is included in <br /> Appendix C.
