— The affected water-bearing zone is not extensive, shallow, and confined to the <br /> eastern half of the landfill. <br /> — There are no current,and no foreseen future uses of the shallow perched water- <br /> bearing zone downgradient of the southern portion of the landfill. <br /> — There are currently no known downgradient users of this shallow perched <br /> water-bearing zone, therefore the withdrawal rate from the water-bearing zone <br /> is presumed to be zero. <br /> — Adverse impacts to wildlife, crops, vegetation, and physical structures are <br /> minimal because there is no evidence that the impacted shallow water-bearing <br /> zone provides a significant recharge potential to the underlying aquifer or any <br /> surface water body. <br /> 5.4 Evaluation of Corrective Action Effectiveness <br /> After installing the final cover on the landfill, the County intends to implement a <br /> postclosure maintenance program. The purpose of this program is to increase the <br /> probability that the final cover is maintained as required. The postclosure maintenance <br /> program will include a corrective action monitoring plan to determine the effectiveness of <br /> the final cover in reducing leachate generation and subsequent groundwater impacts. The <br /> specific groundwater and surface water monitoring activities to be undertaken as part of <br /> the corrective action monitoring plan are described in Section 6. <br /> Results of theg roundwater and surface water monitoring will be reported to the RWQCB <br /> on a quarterly and annual basis. Both quarterly and annual reports will include conclusions <br /> regarding the effectiveness of the final cover and recommendations as appropriate. Details <br /> regarding the reporting requirements are described in Section 6. <br /> 5.5 Potential Phase II Activities <br /> If the corrective action monitoring plan or other postclosure monitoring activities indicate <br /> that the final cover is not reducing leachate generation, or that the reduction in leachate <br /> generation is insufficient to prevent the spread of the groundwater plume, additional <br /> phase U,corrective action activities will be implemented. These activities will include: <br /> • Evaluation of Phase U Alternatives. Many of the same alternatives as originally <br /> evaluated in this document will be re-evaluated. The evaluation criteria will also be <br /> similar to those previously presented. However, because the final landfill cover will <br /> have already been installed, additional source control is not likely to be evaluated <br /> further.
