i <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 89-046 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SAN JOAQUIN COUNTY AND THE CITY OF TRACY <br /> CORRAL HOLLOW SANITARY LANDFILL <br /> CLASS III LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. San Joaquin County and the City of Tracy (hereafter jointly referred to <br /> as Discharger) submitted a Report of Waste Discharge (RWD) , dated August <br /> 1988; a Solid Waste Assessment Test (SWAT) Report, dated June 1988; a <br /> Closure and Post-Closure Plan, dated March 1988; a SWAT Proposal And <br /> Ground-Water Monitoring Plan, dated February 1988; and a Ground Water <br /> Exploration Program, dated January 1988. The RWD included an Operation <br /> Plan for the landfill . <br /> 2. The Report of Waste Discharge requests revised waste discharge requirements <br /> (WDRs) for reclassification of the Class II-2 landfill . The landfill is <br /> currently regulated by Waste Discharge Requirements Order No. 75-115, <br /> which is no longer in conformance with Title 23, California Code of <br /> Regulations (CCR) , Chapter 3, Subchapter 15 (hereafter Subchapter 15) . <br /> y <br /> 3. The 45-acre , comprised rised of Assessor' s Parcel Numbers 253-03-005 <br /> p <br /> and 006, is jointly owned by San Joaquin County and the City of Tracy and <br /> is operated by the City of Tracy. The engineering for the facility is <br /> performed by San Joaquin County. The facility is 5 miles south of Tracy, <br /> in Section 18, T3S , R5E, MOB&M, as shown in Attachment "A" , which is <br /> incorporated herein and made part of this Order. <br /> WASTES AND THEIR CLASSIFICATION <br /> 4. The Discharger proposes to continue to discharge municipal solid waste <br /> including residential , commercial , construction, demolition, agricultural <br /> wastes and tires , for disposal in the Class III Landfill . These wastes <br /> are classified as 'nonhazardous solid waste' or ' inert waste' using the <br /> criteria set forth in Subchapter 15. The discharge rate is approximately <br /> 1000 cubic yards per day. <br /> DESCRIPTION OF THE SITE <br /> 5. The climate in the area is typical of that in the Sacramento Valley. <br /> Summers are hot and dry, and winters are mild and wet, with the most <br /> precipitation in the months from November to March. <br />
