Section 17772. Decommissioning of Environmental Control Systems <br /> (a) The operator shall ensure that components of environmental <br /> control systems, which have come into contact with leachate or <br /> landfill gas, and which are dismantled at the time of closure or <br /> during the postclosure period and are not intended for reuse are: <br /> (1) disposed of within the waste deposit area of the landfill, <br /> in accordance with the approved final closure plan; or <br /> (2) legally transported to and-disposed of at another solid waste <br /> facility which is approved for receipt of such materials. <br /> Transportation and disposal should be accomplished in such a manner <br /> that prevents the introduction of gas condensate, leachate or waste - <br /> constituents to the environment beyond the site boundary. <br /> (b) Dismantled environmental control systems which are intended <br /> for reuse at another facility shall be cleaned prior to removal. <br /> (1) The methods of cleaning, proposed by the operator in the <br /> preliminary and final closure plan, and approved pursuant to <br /> Chapter 5, Article 3 .4, Section 18271, may include but are not <br /> limited to one or more of the following methods: <br /> (A) washing with water, detergents or chemical solvents; <br /> (B) steam cleaning; <br /> (C) scrubbing with abrasives; and <br /> (D) sand blasting. <br /> (2) Residues produced as a result of these cleaning procedures <br /> shall be disposed of in accordance with applicable federal, state; <br /> and local laws. _ ;ow <br /> NOTE: Authority cited; . Final Cover <br /> (a) The final cover shall be designed by a registered civil <br /> engineer or certified engineering.;geologist. <br /> (b) A minimum thickness and quality of cover material, in <br /> accordance with Title 23, CCR, Subchapter 15, Section 2581(a) , <br /> shall be placed over the entire surface of the final lift as the <br /> site reaches final configuration. The time period allowed for <br /> final cover after placement of the final lift shall in no event <br /> exceed 15 months unless otherwise approved by the local enforcement <br /> agency, the regional water board, and the Board. c,s <br /> £7t <br /> (c) Engineered alternatives to the prescriptive standard under <br /> Subsection (b) shall only be approved when the operator <br /> demonstrates, to the satisfaction of the Board and local <br /> enforcement agency, that: <br /> (1) The prescriptive standard is not feasible as provided in <br /> Subsection (d) of this section, and <br /> (2) There is a specific engineered alternative that: <br /> 111 7.8-13 (6/18/90) <br />
