File No. 20-1008-36 <br /> May 20, 1996 <br /> FINAL CQA REPORT <br /> CONSTRUCTION OF FINAL COVER <br /> CORRAL HOLLOW SANITARY LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> INTRODUCTION <br /> Kleinfelder, Inc. provided testing and observation services at the Corral Hollow Sanitary Landfill <br /> located approximately 41h miles south of Tracy in San Joaquin County, California. The purpose <br /> of our observations was to serve as a third parry Construction Quality Assurance (CQA) <br /> monitor during construction of foundation and low permeability barrier layers of the final cover <br /> at the Corral Hollow Sanitary Landfill. Granite Construction was the contractor retained by the <br /> San Joaquin County Department of Public Works, hereinafter"County," to perform final cover <br /> construction. <br /> The Corral Hollow Sanitary Landfill, hereinafter"Landfill," is a Class III sanitary landfill owned <br /> by the County and operated under Solid Waste Facilities Permit No. 39-AA-0005 and Waste <br /> Discharge Requirement Order No. 94-259. The Central Valley Regional Water Quality Control <br /> Board (CRWQCB) recommended third party CQA during final cover construction. The <br /> CRWQCB and the California Integrated Waste Management Board (C ) comments led to <br /> the development of the revised CQA plan. Kleinfelder performed CQA in accordance with this <br /> plan. <br /> The final cover for the landfill was constructed of imported Granite stockpile soils (foundation <br /> layer) or a mixture of imported Granite stockpile soil and imported Granite red clay (barrier <br /> layer). Test pads were constructed to evaluate construction methods and performance of the <br /> import mix design. Test pad results as well as field testing during construction of the foundation <br /> and barrier layers are presented in this report. <br /> PREVIOUS REPORTS <br /> The following previous reports have been submitted by Kleinfelder for the Corral Hollow <br /> Sanitary Landfill closure: <br /> 1. "Construction Quality Assurance Plan for Construction of Final Cover, Corral Hollow <br /> Sanitary Landfill, San Joaquin County, California," dated January 31, 1995, File No. 20- <br /> 1008-36. <br /> 2. "Revised Construction Quality Assurance Plan for Construction of Final Cover, Corral <br /> Hollow Sanitary Landfill, San Joaquin County, California," dated July 14, 1995 <br /> A copy of report 2 is included in Appendix A.
