However, it is the landfill owner's responsibility to show that it is an equivalent alternative to the prescribed cover requirements in the regulations. I am sure GCL if used properly in the right configuration (applications engineering) is far superior than a compacted clay layer. I was hoping that manufacturers of GCLs had readily available information that stated that using GCL alone in such and such configuration e.g. x number of feet of cover soil meets CA Title 27 requirements. Apparently that information is not readily available or like you said the use of GCL by itself.as a cover is not recommended.
