Item 1 of the Order requires the County to submit a workplan for the installation of a <br /> minimum of three groundwater monitoring wells to delineate the nature and extent of <br /> groundwater contamination. In order to comply with Title 27, these wells must be established <br /> as permanent monitoring points to measure depth to groundwater for purposes of determining <br /> groundwater flow direction and to collect groundwater samples for purposes of determining <br /> chemical characteristics of groundwater.
