This final <br /> Order has been revised to accommodate (a) the Dischargers' decision to construct a single <br /> extension of the cap over the uncovered waste, and (b) the County's request for changes to <br /> the timelines due to contracting needs. <br /> This Order, issued pursuant to Water Code section 13267 (the "13267 Order") requires the <br /> submittal of technical reports to address two issues at the Corral Hollow Landfill: <br /> (a) The need to either remove the waste material that has been found outside of the <br /> closed waste management unit on land owned by the California Department of <br /> Transportation, or extend the closure cover to incorporate this waste, and <br /> (b) The need to characterize the extent of the groundwater release(s) and to design <br /> corrective actions. These actions are necessary to comply with Waste Discharge <br /> Requirements ("WDRs") Order 5-01-176 and with the regulatory requirements of <br /> Title 27 of the California Code of Regulations ("Title 27"). <br /> The Executive Officer finds: <br /> Background <br /> 1. The Corral Hollow Sanitary Landfill is a closed Class III municipal solid waste landfill in <br /> San Joaquin County. It is operated and maintained by the San Joaquin County <br /> Department of Public Works (the "County").
