Corral Hollow Landfill -2- 25 August 2011
EMP Work Plan
recommends that a quick turn around time be scheduled with the laboratory to reduce the time
the temporary wells are either converted to a permanent well or destroyed.
If the temporary wells will be destroyed, the Discharger proposes to conduct this activity per
San Joaquin County Department of Environmental Health guidelines. The Discharger will then
step out to an alternative location, thus attempting to delineate the nature and extent of
contamination. The Discharger has not proposed alternative locations but will determine those
locations based on calculated groundwater flow direction and concentrations of VOCs
detected in the temporary wells. If additional step out wells are necessary, the Discharger will
provide staff with the analytical results, rationale, and a plan showing the proposed alternative
locations including a revised schedule for construction, sampling, and reporting. Following
installation of permanent wells, the Discharger will submit a Well Installation Report by 15
December 2011. Once permanent wells have been constructed, the Discharger will add
these wells as evaluation monitoring points and will monitor and sample these points at the
frequency and for the list of constituents in accordance with Monitoring and Reporting Program
Order 5-01-176.
If VOCs are detected in the temporary wells (off site), then corrective action measures must be
evaluated through a formal Engineering Feasibility Study (EFS) as required by Title 27, section
20420(k)(6) and will be included in the EMP Report. The EMP Report and EFS component is
due 1 February 2012. Staff concurs with the EMP Work Plan and the approach to delineate
the nature and extent of contamination affecting groundwater at the Corral Hollow Landfill.
If you have any questions please call me at (916) 464-4737.
f
TODD A.
