on the landfill where the exceedance occurs will be geographically located and noted. The
operator will comply with all weather stipulations as described in Rule 4642, Sections 6.1.1.3
i'
and 6.1.1.4.
If emissions are detected above 1000 ppmv, the County will investigate possible mitigation
procedures. These procedures may include placing clay, grout,or bentonite slurry in apparent
holes or cracks in the clay barrier, placing an additional clay barrier or soil over the specified
area,or increasing vacuum on wells in the vicinity of the emissions to draw landfill gas away
from the surface and to the gas collection system.
Schedule
Testing is scheduled to begin in February of 2002.
fr
In accordance with Rule 4642,the County will perform surface emissions testing semi-annually.
However,if two consecutive tests show results of less than 1000 ppmv of combustible gas,the
County will then test surface emissions on an annual basis unless an emissions reading of greater
than 1000 ppmv of combustible gas is found. If an emissions greater than 1000 ppmv is found,
9
the County will resume surface emissions testing on a semi-annual basis.
If two consecutive tests result in emissions recorded at levels greater than the 1000 ppmv, the
Count} will prepare and implement an emission control plan and continue semi-annual
monitoring(See Figure 3).
The Air Pollution Control District will be notified of each test 30 days in advance, and the test
results will be submitted to the District within 60 days of completion of testing. i
Corral Hollow Landfill Emissions Testing Department of Public Works/Solid Waste
San Joaquin County
Rev December 21,2001 2
a
a
