Potential hazards associated with the direct contact with refuse include: <br /> 1. Biological infection <br /> 2. Household hazardous waste <br /> Unidentified drums may be present in the refuse. If drums are uncovered during pot-holing and <br /> excavation,the area shall be cordoned off and the CIWMB and EHD officers notified. The area <br /> shall be flagged and excluded from the work zone until the drum can be better characterized. At <br /> no time shall workers attempt to remove or handle any such item. If any suspicious odors or other <br /> materials are observed by workers, the suspect debris and/or source shall be cordoned off and <br /> CIWMB and EHD shall be contacted to conduct air monitoring or other identification as <br /> appropriate. <br /> POT—HOLING /TRENCHING <br /> Workers will not break the plane of an excavation with mouth or nostrils unless the safety of the <br /> excavation is first monitored to verify that the environment meets OSHA requirements for oxygen <br /> and combustible gas. Such monitoring will be with portable electronic test equipment designed <br /> for that purpose with (Lantec GEM or equivalent). <br /> Workers will not perform work that involves sources of combustion (such as welding equipment) <br /> or any other work that generates temperatures that could ignite methane, unless the safety of the <br /> area has been verified. <br /> In the event that the oil pipeline which runs along the work area is ruptured when excavating or <br /> drilling the pot-holes,the owner of the pipeline (Russell Guidry 310-816-2063)will be <br /> immediately contacted. <br /> EQUIPMENT <br /> A 12-inch wide bucket backhoe will be used for excavating pot-holes and trenches in all of the <br /> investigative areas in the Phase 2 investigation. The corrective action proposal and phase work <br /> will involve more heavy equipment. The final grading of the side slopes in the proposed <br /> corrective action phase will be done with a dozer. A compactor will be used for all required <br /> compaction. The required dirt for cover in the corrective action phase work will be hauled from <br /> the on-site retention pond via dump trucks.
