and refuse beneath the membrane. <br /> Two or more collection sections would be provided, each with a valve to adjust the rate of <br /> collection. The gas collected in these trenches will be carried to the LFG flare, and combusted in <br /> accordance with the Permit to Operate issued by the San Joaquin Valley Air Pollution Control <br /> District. <br /> At this time, we propose that the area to receive the membrane would extend between well SB-1 <br /> to MW-5 (Figure 2). Groundwater monitoring data indicates a gradient from SB-1 to MW-5, so <br /> the water would flow through soil that was under direct influence of the purging effect of LFG <br /> withdrawal. The width of the membrane will be based on the results of the Phase 2 investigation <br /> of the extent of the closure cap. <br /> This will be work will be coordinated with the extension of the closure cap, as previously <br /> proposed to the Closure Section of the CIWMB. <br /> If increasing the LFG collection in the area under the membrane is not effective, further <br /> corrective action methods will be contemplated, including installing soil gas wells in the soil <br /> adjacent to the northern side of the landfill east of MW-5. <br /> Schedule <br /> This schedule is based on concurrence by regulatory agencies, primarily the CIWMB Closure <br /> Division. The start date for this schedule is based on the date in Water Board staff letter of <br /> 7 December 2007; however, we intend to accelerate this schedule if possible. <br /> Corrective Action Enhancement Schedule <br /> Tentative <br /> Date Activity <br /> 23 March 2007 * Phase 2 investigation of the extent of closure cap and refuse <br /> Submit report to regulating agencies,proposing method <br /> 6 April 2007 extent of closure cap extension based on results of Phase 2 <br /> investigation <br /> 20 April 2007 Receive approval of method and extent of cap extension <br /> 1 June 2007 Complete design of closure cap extension, submit to <br /> regulatory agencies for review and approval <br /> 15 June 2007 Receive ap roval of design, finalize cost estimate <br /> 21 June 2007 Submit revised Report of Waste Discharge in accordance <br /> with Title 27 Section 204300). <br /> Issue design for bid (assuming estimated cost is below <br /> 6 July 2007 $100,000.
