By 15 February 2007, the Discharger shall initiate an Evaluation Monitoring Program <br /> and submit a work plan to delineate the release of VOCs and chloride at CHSL in <br /> accordance with Title 27, Section 20425(b). This Program shall determine both the <br /> lateral and vertical extent of the release in the vadose zone and groundwater. The work <br /> plan should include a soil gas and groundwater step-out/step-down investigation of the <br /> northern site boundary and northeast of well MW-5, including offsite investigation if <br /> necessary. Staff recommends an additional groundwater monitoring well be installed <br /> along the northern site boundary to monitor the shallow groundwater zone for VOCs, <br /> chloride and other constituents in the vicinity of the CHSL access road. This work plan <br /> shall include all of the information requested within the enclosed, Requirements for <br /> Monitoring Well Installation Workplans and Monitoring Well Installation Reports <br /> (Attached). <br /> 2. By 30 April 2007, the Discharger shall submit an Assessment Delineation Release <br /> Report. This report shall meet the objective described in Title 27, Section 20425(b). <br /> 3. The Discharger shall update and submit to the Regional Water Board staff an <br /> Engineering Feasibility Study within 90 days (30 July 2007) of establishing an <br /> evaluation monitoring program per Title 27, Section 20425(c). <br /> 4.
