0 <br />5.4 REFUSE <br />Refuse will not be excavated in this investigation. The following is provided for <br />completeness. <br />The landfill contains household refuse, demolition debris, tree trimmings, and <br />miscellaneous refuse. To the best knowledge of the County, hazardous materials have <br />not been disposed at the site. However, some items that are currently defined as <br />hazardous waste (paint, insecticides, etc.) may have been included in household waste <br />disposed at the site. <br />Potential hazards associated with the direct contact with refuse include: <br />1. Biological infection <br />2. Household hazardous waste <br />Unidentified drums may be present in the refuse. If drums are uncovered during pot- <br />holing and excavation, the area shall be cordoned off and the CIWMB and EHD officers <br />notified. The area shall be flagged and excluded from the work zone until the drum can <br />be better characterized. At no time shall workers attempt to remove or handle any such <br />item. If any suspicious odors or other materials are observed by workers, the suspect <br />debris and/or source shall be cordoned off and CIWMB and EHD shall be contacted to <br />conduct air monitoring or other identification as appropriate. <br />y <br />Characterization of materials encountered during drilling will be performed by inspection <br />above original grade. Workers will not break the plane of an drilling location with mouth <br />or nostrils unless the safety of the excavation is first monitored to verify that the <br />environment meets OSHA requirements for oxygen and combustible gas. Such <br />monitoring will be with portable electronic test equipment designed for that purpose with <br />(Lantec GEM or equivalent). <br />Workers will not perform work that involves sources of combustion (such as welding <br />equipment) or any other work that generates temperatures that could ignite methane, <br />unless the safety of the area has been verified. <br />In the event that the oil pipeline which runs along the work area is ruptured when drilling, <br />the owner of the pipeline (Russell Guidry 310-816-2063) will be immediately contacted. <br />The driller will provide all necessary drilling equipment. It is anticipated that a truck <br />mounted drill rig will be used.
