TABLE 2 <br />CHSL Closure Area <br />PORTION <br />AREA (Acres) <br />Previously Closed <br />43 <br />Closure Cap Extension <br />1.3 <br />Total Closed Area <br />44.3 <br />The final closure cap extension project will be in accordance with Title 27 <br />Section 21090, substituting geocomposite clay liner (GCL) as the engineered <br />alternative to the prescriptive one -foot thick clay barrier layer (Figure 4). <br />GCL will be placed over the Shell Oil pipeline in "break -away panels" to allow <br />access to the pipeline with minimal damage to the barrier layer (Figure 4). If <br />removed for future pipeline repair, the break -away panels will be replaced and the <br />closure of this area will be re -certified. <br />Plywood will be placed over the edge of the GCL, on CalTrans property, to <br />facilitate the uninterrupted extension of the closure barrier by CalTrans at a future <br />date. (Figure 4). <br />A Construction Quality Assurance (CQA) plan will be prepared for the closure cap <br />extension project in accordance with Title 27 section 20323 and 20324. This plan <br />will describe procedures and protocols to ensure that the final cover will comply <br />with the closure regulations of Title 27, Section 21710. All work for the closure <br />extension project will be done in accordance with the CQA plan. A third party <br />engineering firm will monitor the closure certification. <br />Past investigations indicate that a minimum two feet of soil cover is present in the <br />area to be closed. This is sufficient for the foundation layer in the closure cap <br />extension area. Sub -grade preparation in the closure cap extension area will <br />involve removing the existing soil (Figure 4). <br />The low conductivity layer will be provided by a geocomposite clay liner (GCL) <br />Bentofix Thermal Lock, or equivalent, meeting the following minimum specification: <br />Bentonite content: 0.84 Ib/ft2 at 12% moisture <br />Grab Strength: 150 Ib minimum average roll value <br />Permeability: 5x10-9 cm/sec maximum <br />Closure Plan Addendum San Joaquin County <br />Corral Hollow Sanitary Landfill 6 Department of Public Works <br />April 4, 2008 Solid Waste Division <br />
