Equinoa, Constantine -2- July 6, 1987 <br />partial day that a violation occurs is a separate violation. <br />The property located at 4599 Manthey Road is contaminated with <br />10% - 30% crysotile asbestos as confirmed by samples taken on 5 <br />April 1985 by Anderson Geotechnical Associates and on 16 April. <br />1986 by the Department. Pursuant to Section 66699, California <br />Administrative Code, a concentration of 1% asbestos is considered <br />hazardous waste. <br />II. Sghedule for Correction <br />To prevent an airborne exposure hazard, the area identified on <br />the attached map (Attachment 1) shall, immediately, be wet down <br />and tarped with material resistant to the elements. Signs shall <br />be posted at locations on the map. The wording of the signs, <br />printed in both English and Vietnamese, shall be: <br />"Caution: Haiardous Substance Area, Unauthorized Persons Keep <br />Out" <br />Workers farming the adjacent area must be informed of the hazard <br />caused by the asbestos contamination. Copies of Attachment 2 <br />shall be provided to workers. A representative shall sign one of <br />the copies stating he/she is aware of the potential danger and <br />has informed all workers of the health threat. Steps must be <br />taken to mitigate worker exposure to levels acceptable to the <br />California Occupational Safety and Health Agency (Cal -OSHA). <br />Please send written certification (Attachment 3), which contains <br />the sample certification statement to this office no later than <br />July 29, 1987. <br />The Department will conduct a re -inspection of 4599 Manthey Road, <br />to verify compliance. Failure to comply with this Schedule will <br />result in the Department taking further enforcement action. <br />The issuance of this Report of Violation and Schedule for <br />Compliance does not preclude Department from taking <br />administrative, civil, or criminal action as a result of the <br />violations noted herein. <br />
