Our review <br /> indicates that the water quality protection aspects of the plans are generally in compliance with <br /> California Code of Regulations, Title 23, Division 3, Chapter 15 and the facility's waste discharge <br /> requirements. The cost estimates associated with protection of water quality are also acceptable. <br /> However, we note the plans contain several items that should be corrected in the final draft. <br /> Changes to the cost estimates associated with these items are also necessary. <br /> The plans specify a standard, four-foot thick Chapter 15 cap including one foot of clay barrier layer <br /> over the 60 acre site. The plans incorrectly show the required volume of soil as 290,400 cubic <br /> yards. The correct volume of soil needed to cover 60 acres with four feet of soil is 387,200 cubic <br /> yards. <br /> The monitoring and reporting program specified in the facility's WDRs was changed since the <br /> plans were submitted. Cost estimates for the revised monitoring and reporting program should be <br /> reviewed and the plans amended as necessary. <br /> The French Camp Landfill preliminary closure and postclosure maintenance plans are approved <br /> under the condition that the above items are addressed.
