Marshall, Chief
Closure and Remediation Branch Waste Discharge to Land Unit
Integrated Waste Management Board
8800 Cal Center Drive
Sacramento, CA 95826
DATE: 22 November 1994 SIGNATURE:
SUBJECT: CITY OF STOCKTON,FRENCH CAMP LANDFILL, SAN JOAQUIN
COUNTY(File No. 3032)
We have reviewed the preliminary closure and postclosure maintenance plans dated June 1994 and
addendum, dated 20 October 1994, for City of Stockton's French Camp Landfill. Our review
indicates that the water quality protection aspects of the plans are generally in compliance with
California Code of Regulations, Title 23, Division 3, Chapter 15 and the facility's waste discharge
requirements. The cost estimates associated with protection of water quality are also acceptable.
However, we note the plans contain several items that should be corrected in the final draft.
Changes to the cost estimates associated with these items are also necessary.
The plans specify a standard, four-foot thick Chapter 15 cap including one foot of clay barrier layer
over the 60 acre site. The plans incorrectly show the required volume of soil as 290,400 cubic
yards. The correct volume of soil needed to cover 60 acres with four feet of soil is 387,200 cubic
yards.
The monitoring and reporting program specified in the facility's WDRs was changed since the
plans were submitted. Cost estimates for the revised monitoring and reporting program should be
reviewed and the plans amended as necessary.
The French Camp Landfill preliminary closure and postclosure maintenance plans are approved
under the condition that the above items are addressed. The Regional Beard reserves its authority
to request updates or revisions should conditions at the facility change from those described in the
plans.
If you have any questions, please call Steve Rosenbaum at 255-3131.
SER
cc: Mr. Tim Crist, Closure Branch, California Integrated Waste Management Board, Sacramento
Ms. Caroi Oz, Environmental Health Division, San Joaquin County Public Health Services,
Stockton
Mr. John Fukumoto, Department of Public Works, City of Stockton, Stockton
