s ,
0
Certain information in FCL's ammended RDSI is unacceptable and/or incomplete and
corrected addendum information is required.
What specifically is FCL doing to ensure soil stockpile availability on site? When
available stockpile is on site why are wastes continually uncovered or inadequately
covered? Specifically what will FCL do to resolve this problem and how will FCL soil
cover during muddy conditions and when it is "impossible" to use Covertech?
Wastes must absolutely be covered with 6" of soil Friday evening to Monday morning
every weekend irregardless of wet weather conditions. 12" of soil cover must overlay
all intermediate cover areas at all times. 6" of soil must be used as daily cover any
and every time it is impossible to use Covertech. These are the only two approved
cover materials. No other material will be allowed as cover at this time. Correct the
information in the FSL RDSI ammendment.
Rips and tears in Covertech must be mended before it may be used as cover. A
backup Covertech must be on site at all times. Where will FSL store the backup
cover?
All wastes must be completely covered by Covertech or soil Monday through
Thursday and soil only Friday through Monday.
The ADC Covertech use proposed for FCL will not be approved until these problems
are resolved. The ADC Covertech project is terminated unless corrected RDSI
ammendment information is received by EHD by June 5, 1995.
