EL DORADO STREET
STOCK-TON, CA 95202-1997
March 21, 1995
LETTER OF CLARIFICATION - REQUEST FOR PROPOSALS - GREEN WASTE
PR()CE.SSING AT FRENCH CATOP LA FILL
During the walk-through at French Camp Landfill on March 15, many questions were raised that
needed additional clarification. Listed below are the questions that were raised and the answers.
1. Will the City provide a water source for dust control?
There is a well on site at French Camp Landfill with a pumping rate of 30 gallons
per minute. The selected ftm will have access to the water in this well at no cost,
however, the selected firm must provide it's own equipment and vehicle to
transport the water to the grinding location and provide its own water storage
facility.
If a firm has alternative water sources for dust control, submit them in your
proposal.
2. In the Request for Proposal section entitled Receiving waste at French Camn
it was stated that all processing of green waste must occur during the
operating hours of French Camp Landfill. Can grinding take place after the
landfill closes?
Include in your proposal the operating hours of the proposed future grinding
operation. Your operating hours will be included in a proposal that the City will
submit to the Local Enforcement Agency (LEA).
3. What are the specifications on the screening size?
Pursuant to the LEA Advisory Report dated October 1994, the average screening
size of the alternative daily cover programs throughout California is 3.5 inches.
4. Will Affirmative Action Guidelines be considered?
Yes, the Selection Committee, prior to the interview with the firm will be
provided information indicating if the company is in compliance with the
City's Affirmative Action guidelines.
STCCKT_'n i...=AL;F0RNIA' SUNRISE SEAPORT"
