Box 388 <br />Stockton, CA 95201-0388 <br />pkljyq <br />1995 <br />ENVIRO <br />PERMIMSER11 H ALrH <br />ICE <br />FRENCH CAMP LANDFILL ALTERNATIVE DAILY COVER (ADC) PROJECT <br />As Mike Miller discussed with Carol Oz yesterday, rather than correcting the Report of <br />Disposal Site Information (RDSI) amendment as you requested in your May 3, 1995 <br />letter we have decided to discontinue the current ADC project and propose a new one <br />within 90 days. The new one will involve use of shredded green waste as an ADC. Ed <br />Padilla of your staff is familiar with the proposed project having served on the City's <br />selection committee for choosing a contractor to do the project. <br />With your concurrence, we propose to continue the existing project until the new one <br />is approved. During the interim period we would concentrate on correcting the <br />problems we had in following the Covertech ADC plan. <br />Here is our plan for addressing each of the concerns you had with the existing project: <br />1. Inadequate supply of cover material. We now have on-site about 25,000 to <br />30,000 cubic yards of dirt. And we are buying more - enough to improve the <br />intermediate cover to acceptable standards. <br />2. Uncovered or insufficiently covered working face. You have reported that even <br />when dirt was available the working face was often not covered completely. To <br />remedy this problem, City and Gambi Enterprises staff are inspecting the <br />landfill every day to ensure that cover is applied in accordance with the ADC <br />plan. <br />3. Rips and tears in the Covertech tarps. If rips or tears in the Covertech tarp <br />allow green waste to show through we will either use back-up tarp(s), dirt, or a <br />combination of both to ensure that the working face is entirely covered. <br />4. Inability to cover when conditions are wet and muddy. This should not be an <br />issue because our plan is to have the new project approved and implemented <br />before the next rainy season. <br />"STOCKTON ... CALIFORNIA'S SUNRISE SEAPORT" <br />
