Pete Wilson, Governor
STATE OF CALIFORNIA
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD
8800 Cal center Drive
Sacramento, California 95826 {; 1 / ..m • _
February 24, 1994
Mr. Ed Padilla
Senior Registered Environmental Health Specialist
Environmental Health Division
San Joaquin County Public Health Services
445 N. San Joaquin Street
P.O. Box 2009
Stockton, California 95201
Dear Mr. Padilla:
Subject: Alternative Daily Cover for the Austin Road Landfill,
San Joaquin County, Facility No. 39 -AA -0001
California Integrated Waste Management Board [Board] staff have
reviewed the proposal submitted by the City of Stockton
Department of Public Works requesting that green waste be
considered for use as an alternative daily cover [ADC] for the
Austin Road Landfill. The operator of the facility began a one-
year demonstration project using Covertech C-440", a geotextile
blanket, as an ADC on October 11, 1993, with completion scheduled
for October 14, 1994.
The primary purpose of the demonstration project is to monitor
and collect data on the performance of the ADC to verify
compliance with the regulatory requirements. The San Joaquin
County Environmental Health Division has committed to monitor the
demonstration project for compliance with the performance
standards for daily cover specified in Title 14, California Code
of Regulations [14 CCR], Section 17683. Prior to conditionally
approving the demonstration project for the green waste, please
explain how your agency plans to monitor and collect data on two
concurrent ADC demonstration projects and how the data will be
attributed to the performance of each specific ADC.
Should you have any questions regarding the above matter, please
contact me at (916) 255-2353.
Sincwl_--
/Y r
Wes Mindermann
Closure and Remediation Branch
Permitting and Enforcement Division
CC.
