French Camp Landfill Pa e 2 of '2 <br />V A C V = VIOLATION A = AREA OF CONCERN C = COMPLIANCE <br />DRAINAGE/EROSION <br />[] [] 17708 - Drainage and Erosion Control <br />[] Adequate drainage provided <br />[] Eroded areas promptly repaired <br />STATE REGULATIONS TO IMPLEMENT SUBTITLE D <br />[] [] 17258.23 - Gas Control <br />[] - Within 60 days of detection of gas levels exceeding limits, remediation <br />plan in operating record and CIWMB notified <br />[] [] 17258.29 - Record Keeping <br />Any location restriction demonstration required under Subpart B of <br />40 CFR Part 258 placed in operating record and CIWMB notified <br />COMMENTS: Violation: PRC 44014(b)- This facility is permitted to accept 100 tons per day <br />(tpd). Weight/volume records indicate that an average of 125 tpd were accepted during 1993. <br />In addition, the acreage has increased from 66 to 72.0 acres, the hours of operation have <br />increased, a scale has been installed, a portion of the landfill will be excluded from the <br />permitted site, and other changes have been implemented as reflected in the proposed SWFP <br />dated August 19, 1994. This section will remain in violation until a SWFP which addresses <br />all changes in operation and design is concurred in by the Board and issued by the LEA. <br />Violation: Section 17607 - No periodic site review (PSR) had been completed and forwarded to <br />the LEA and Board since November 1988 at the time of the inspection. However, the Board <br />received a PSR on September 29, 1994. This section requires that a periodic site review be <br />filed with the LEA and Board at least once every five years. <br />Area of Concern: Section 17710 - The northern and western portions of the landfill were <br />poorly graded. Phil Giambastiani, Gambi Enterprises, Inc., indicated that a wet weather <br />plan will be implemented by October 15 and these areas will be graded to a 3a slope by then. <br />Area of Concern: Section 17709 - Waste is in contact with groundwater in the vicinity of <br />MW -1, an upgradient well. VOCs have been detected in this well, although none have been <br />detected in the three down -gradient monitoring wells. This standard requires that no solid <br />waste is deposited in such a manner that it has direct contact with either surface or <br />groundwater, except as approved by the California Regional Water Quality control Board. <br />Robert Evans, Central Valley Regional Water Quality Control Board, indicated that waste <br />discharge requirements will soon be issued which require verification monitoring or <br />corrective action to address water quality concerns related to the detection of VOCs in <br />MW -1. <br />Area of Concern: Section 17705 - See section 17258.23 comments. <br />Area of Concern: Section 17708 - Erosion rills approximately one foot deep were observed on <br />the northern portion of the site. This standard requires that erosion be promptly repaired - <br />with steps taken to prevent further occurrence. <br />Area of Concern: Section 17258.23 - Gas monitoring results from tests conducted at this site <br />by the operator's consultant, on July 26, 1994, indicate that a methane concentration of <br />8.55 percent was detected in soil gas probe number 7 (SGPT). This probe is located in <br />refuse, about 75 feet from the permitted boundary. Board staff recorded readings in SGP7 of <br />approximately 500 ppm during the inspection. Additional monitoring should be undertaken to <br />determine on-site methane concentrations. <br />Violation: Section 17258.29 - The location restriction demonstrations required under this <br />standard were not available during the inspection. However, the Board received a copy of <br />the floodplain demonstration on September 26, 1994. <br />Note: The CVRWQCB is the primary agency responsible for protecting the waters of the State <br />from leachate impacts. However, the Board is responsible for several potential leachate <br />impacts. In accordance with section 17704, the operator must take adequate steps to <br />monitor, collect, treat, and effectively dispose of leachates. Leachate management <br />practices should be implemented which -prevent contact of leachate with humans or wildlife, <br />nuisances, or vector problems. <br />Associate Waste Management Specialist 2 <br />
