<br />modifications in design or operation of facility at least 120 days in advance of date proposed modification to take place. 18213(b) -Permit review application submitted no
<br />less than 120 days before SWFP is due for review. 18222-RDSI content requirements complete.
<br />TITLE 14, CCR
<br />17606 -Detailed description of site filed with county recorder, LEA, and local agency which maintains county solid waste management plan. 17607 -PSR which includes
<br />conclusions and recommendations at least every five years from SWFP issuance. 17616 -Amendments to RDSI filed to keep information current. 17626 -Design of new
<br />disposal facility under direction of State civil engineer. 17628 -Site design shall be based on appropriate data, take into account features needed to accommodate public
<br />use. 17629 -Site designed to minimize nuisances and detrimental effects to public health and the environment. 17636 -Accurate weight/volume records maintained in a
<br />manner and form approved by the LEA. 17637 -Adequate surface records maintained of cuts in natural terrain where fill will be placed, may affect safe and proper
<br />operations or cause damage to adjoining properties, and depth to ground -water table. 17638 -Log of special occurrences maintained for sites accepting an average of over
<br />100 cubic yards per day (fires, earth slides, unusual and sudden settlement, injury and property damage accidents, explosions, discharges of hazardous or other unpermined

<br />Other information may be required by LEA. 17657 -If open to public, entry sign located at appropriate point which states fees, hours of operation, wastes either accepted
<br />or not accepted. 17658 -Adequate perimeter security. Hazardous areas fenced and identified. 17659 -Roads have smooth surface, minimize dust and tracking of mud, and
<br />allow all-weather access. 17660 -Internal roads in safe condition, provide access during inclement weather, and are provided with directions (signs) to operating area(s).
<br />17666 -Adequate sanitary facilities available at site or in immediate vicinity. 17667 -Safe adequate drinking water available. 17668 -Communication facilities available
<br />where hazardous wastes are accepted or personnel are on duty. If accepts non -hazardous wastes and is non -attended, signs at highway turnoff and entrance must state that
<br />no communications are available at facility. 17669 -Adequate lighting as approved by LEA. 17670 -Safety equipment in use and being wom as required by LEA.

<br />The following closure --regulations are included to address closure plans and partial closure issues: 17773 -Final cover: A minimum thickness and quality of cover material
<br />in place. 17777 -Final Site Face: Integrity of final slopes. 17779- Slope Protection and Erosion Control. 17787 -Upon completion of closure, the owner/operator shall
<br />file a detailed description of the site. 17792 -Prior to transferring site during closure or postclosure maintenance, new owner to be notified by previous owner of Title 14,
<br />Articles 7.8 and 3.4 requirements. Previous owner to notify Board and LEA of change in title within 30 days. 18255 -Closure and postclosure maintenance plans
<br />submitted according to this section's schedule.
<br />The following tire regulations apply, if over 500 waste tires: 17351 -Communications available when attended by staff. Adequate fire equipment: 1 dry chemical fire
<br />extinguisher, 1-2.5 gal. water extinguisher, 1 Pike pole at least ten feet in length, 1 round point & 1 square point shovel; adequate water supply: at least 1000 gal./min. for
<br />3 hours; at least 2,000 gal./min if tires exceed 10,000. 17352 -Facility secured; signs w/ operator's name, operating hours, and rules; site attendant if site receives tires
<br />from other than operator; passable roads. 17353 -tires stored to prevent vector breeding/harborage by impermeable cover or vector control program. 17354 -Area restricted
<br />to 5,000 contiguous feet, not to exceed 50,000 cubic feet in volume or 10 feet in height; not to exceed 6 feet in height when less than 20 feet from property line; not be
<br />stored within 10 feet from property line; stored at least 40 feet from vegetative matter; adequate separation distances between tire pile and/or structures per Table I; surface
<br />drainage directed around/away from tire storage area; tires not to be stored on excessive grade; site designed and constructed to control runoff of pyrolytic oil to bodies of
<br />water; tires removed from rims upon arrival. 17355- tires not to be buried whole; less than 0.5 of one percent is acceptable. 17356- above storage requirements are not
<br />applicable if tires stored in fully enclosed moveable containers.
<br />The following emergency regulations adopted by the Board, to gain Federal approval of the State program, apply only to facilities accepting municipal solid waste
<br />(household waste) on or after October 9, 1993. 17258.10 -Landfills located within 5000 ft. of a public airport using piston aircraft, or 10,000 ft. of airport using turbojet
<br />aircraft must demonstrate that they do not pose a bird hazard. Demonstration must be in the operating record. New facilities or lateral expansions located within 5 mile
<br />radius of a public -use airport must notify the airport and FAA. 17258.20 -Procedures for excluding regulated hazardous waste must include load checking, records of
<br />personnel training and notification if reg.,haz. waste is detected. 17258.21 -Cover must be applied daily. 17258.23- Quarterly gas monitoring must be conducted,limit is
<br />5 o at boundary and 25 % of LEL in facility structures. If limits are exceeded, reporting and remediation is required. 17258.24 -Open burning of solid waste is prohibited,
<br />with some exemptions; operations must not be in violatio f SIPS (Clean Air Act). 17258.29- Required records mug- kept on or near facility in the operating record.
