El Dorado Street <br />Stockton, CA 95202-1997 <br />Subject: Alternative Daily Cover Using Shredded Green Material <br />at French Camp Landfill, San Joaquin County, Facility <br />No. 39 -AA -0002 <br />Dear Mr. Chen: <br />I am writing in response to your letter dated July 6, 1994, <br />requesting information on using green waste (green material) as <br />alternative daily cover (ADC) at the French Camp Landfill. <br />Your first question asks: Would the California Integrated Waste <br />Management Board (CIWMB) approve such a project at French Camp <br />Landfill? <br />CIWMB staff would approve such a project at the French Camp <br />Landfill if acceptable to the LEA and consistent with CIWMB <br />requirements. The existing ADC demonstration project would <br />require a revision approved by the Local Enforcement Agency <br />(LEA), Central Valley Regional Water Quality Control Board, and <br />the local fire authority to replace the geosynthetic blanket with <br />green material. Attached are standard conditions being developed <br />and typically applied to green material ADC demonstration <br />projects. CIWMB has found that a duration of six months is <br />typically sufficient for demonstrating successful use of green <br />material ADC but other time frames can be considered. <br />Your second questions asks: Could a credit toward 1995 diversion <br />goals be granted for green material ADC and if so, how much green <br />material could be used for credit? Attached is the CIWMB Policy <br />adopted December 15, 1993, regarding diversion credits for ADC. <br />The Policy indicates that a credit can be granted.upon permit <br />revision after a successful demonstration project. The maximum <br />amount shall not exceed the amount of soil normally required for <br />daily cover and not more that 70 of the 25% requirement could be <br />applied through ADC. <br />-- Printed on Recycled Paper -- <br />
