A � � <br /> /4 <br /> Exhibit A <br /> City of Stockton <br /> French Camp Landfill <br /> Groundwater Investigation <br /> Scope of Services <br /> Camp Dresser&McKee Inc. (CDM)submitted a proposal to the City of Stockton(City) dated <br /> November 6, 1995,to conduct a groundwater investigation at the French Camp Landfill. This was <br /> in response to the City's request for proposal(RFP) approved by the Stockton City Council on <br /> September 25, 1995 (Resolution No. 95-0462). CDM's proposal provided a detailed description of <br /> the tasks required to conduct the investigation. The tasks identified were based upon the <br /> groundwater investigation work plan prepared by CDM dated March 21, 1995,and approved by <br /> the Central Valley Regional Water Quality Control Board (CVRWQCB). <br /> The City's RFP process followed the procedures described in Stockton City Council Policy 300-1. A <br /> selection committee was formed,proposals were screened,and consultant interviews were <br /> conducted. Before making a selection decision,City staff met with CVRWQCB staff for advice <br /> regarding the various technical approaches proposed by the consultants interviewed for the work. <br /> Following this meeting,the French Camp Landfill Consultant Selection Committee decided that the <br /> City should enter into contract negotiations with CDM. The Committee ranked CDM as the most <br /> qualified consultant for the work. As a result of the discussions with CVRWQCB staff,City staff <br /> concluded that the original RFP scope of work for the project would be modified to reflect input <br /> from the regulator. City staff reached this conclusion because CVRWQCB staff stated that <br /> regardless of what results the original groundwater investigation scope of work produced,some <br /> form of corrective action would still be necessary. Therefore,before going any further with CDM <br /> contract negotiations,the City decided to meet again with CVRWQCB staff and to agree on the <br /> number and locations of proposed groundwater monitoring wells. In order to prepare for this <br /> meeting,the City required CDM's assistance in developing a revised approach to the groundwater <br /> investigation. This work was conducted in accordance with the Scope of Services entitled "French <br /> Camp Landfill Groundwater Investigation Phase I" dated March 28, 1996. <br /> Staff from the City and CDM met with the CVRWQCB on May 23, 1996 to discuss the number and <br /> locations of groundwater monitoring wells. A revised approach was agreed upon to expand the <br /> detection monitoring program. This Scope of Services(Scope) describes the tasks necessary to <br /> install the proposed monitoring wells,collect environmental samples,and to evaluate the data <br /> collected. The remainder of this Scope consists of two sections. The first section presents,on a task- <br /> by-task basis, the activities necessary to implement the groundwater investigation.
