(Forward), Geologic Associates is pleased to submit the fourth <br /> quarter 2006 and Annual Monitoring Report for the French Camp Landfill, in compliance with <br /> the California Regional Water Quality Control Board- Central Valley Region(RWQCB) Waste <br /> Discharge Requirement(WDR) Order Number R5-2004-0159. <br /> This report summarizes standard observations and presents the results of surface-water and <br /> groundwater monitoring during the fourth quarter 2006, and also summarizes the monitoring <br /> results obtained for the 2006 monitoring year. A summary of analytical results and time-series <br /> concentration plots for field and monitoring parameters are also included in this report. A <br /> description of field procedures and sampling protocols followed by personnel conducting field <br /> monitoring activities is included in Appendix B of the report. <br /> Groundwater quality conditions beneath the French Camp Landfill during the fourth quarter <br /> 2006 monitoring period are generally similar to those observed in previous monitoring periods. <br /> During the fourth quarter 2006 monitoring period, one or more inorganic CLs were exceeded in <br /> DMP wells MW-9A, and MW-10A. Organic results indicate that excluding suspected <br /> field/laboratory contaminants, a trace level concentration of 1,2-dichloroethane(1,2-DCA)was <br /> measured in the sample collected from well MW-9B and concentrations of <br /> trichlorofluoromethane(TCFM)was detected above the practical quantitation limit(PQL)in the <br /> sample collected from well MW-9A. Pursuant to WDR Order No. R5-2004-0159 Section <br /> E(19)(b)(2) a non-statistical indication of a release from well MW-9A has been verified and the <br /> RWQCB was immediately notified of the release. Since TCFM is a common constituent found <br /> in landfill gas and the final cover was recently completed at the site, Forward has proposed <br /> quarterly soil-pore gas monitoring in perimeter soil-pore gas probes for fixed gases(carbon <br /> dioxide, oxygen, nitrogen, and methane) and VOCs for the next year to evaluate the significance <br /> of landfill gas at the site. <br /> The results of water quality analyses completed for leachate monitoring well MW-2 indicates <br /> that no VOCs were measured during the current monitoring period. <br /> 16885 W.
