® 1.0 INTRODUCTION
On behalf of Forward, Inc. (Forward), Geologic Associates (GLA)prepared this
monitoring report for the French Camp Landfill, located on Manthey Road in San
Joaquin County, California. This report was prepared in compliance with the
requirements of the Central Valley Regional Water Quality Control Board (RWQCB)
Monitoring and Reporting Program Order No. 5-2007-0046. This semiannual report
presents the results of water quality monitoring and summarizes field activities completed
at the French Camp Landfill from January 1 through June 30, 2008 (monitoring period).
Monitoring Network
The detection monitoring program(DMP)network at the French Camp Landfill currently
includes six groundwater monitoring wells, two piezometers, one leachate monitoring
well, three surface water monitoring stations, two stream gauging stations, and eight soil-
pore gas monitoring probes. The locations of the DMP network stations are depicted in
Figure 1 and summarized in the following table.
Monitoring Point Monitoring Point I.D.
DMP Groundwater Monitoring MW-6A,MW-7A
Wells—Background
DMP Groundwater Monitoring MW-8A,MW-9A,MW-913,MW-l0A
Wells—Compliance
Piezometers MW-5,MW-7B
Leachate Monitoring Well MW-2
Soil-Pore Gas Probes SGP-lA,SGP-2A, SGP-3,SPG-4A,
SGP-5A, SGP-6A,SGP-7A, SGP-8A
Surface Water Stations SW-1,SW-2,and SW-3
Stream Gauging Stations SG-1 and SG-2
Beginning in 2008, following the closure of the French Camp Landfill, the site is being
sampled semiannually with quarterly determination of groundwater elevations. In
addition, quarterly soil-pore gas sampling will be performed semiannually with the water
quality monitoring program beginning in July 2008.
2.0 STANDARD SERVATIONS
The California Integrated Waste Management Board (CIWMB) conducted quarterly site
inspection at the French Camp Landfill on February 14 and May 22, 2008. No notices of
violation or areas of concern were observed during the inspection. Completed inspection
forms are presented in Appendix A.
Weekly site visits were conducted by French Camp Landfill personnel during the
monitoring period. Records of the French Camp Landfill inspections are on file at the
Allied Waste Forward Landfill Field Office. Weekly site visit summary reports for the
monitoring period are also presented in Appendix A. According to these weekly reports,
the French Camp Landfill Operations Manager certifies that standard observations were
D:\2008-ft12\FC_1SA03m1.doc
1 Geologic Associates
