Ross Atkinson <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Still Center Drive,#200 <br /> Rancho Cordova, CA 95670-6114 <br /> SUBJECT: JULY—DECEMBER 2012 SEMIANNUAL/ANNUAL <br /> WATER QUALITY MONITORING REPORT <br /> FRENCH NCH CA'MP LANDFILL <br /> SAN JOAQUIN COUNTY,CALIFORNIA <br /> Forward, Inc.(Forward) is pleased to submit the July through December 2012 semiannual and <br /> annual monitoring report for the French Camp Landfill, in compliance with the California <br /> Regional Water Quality Control Board- Central Valley Region(RWQCI.3) Waste Discharge <br /> Requirement(NVDR)Order Number R5-2007-0046. This report summarizes standard <br /> observations and presents the results of surface-water, groundwater, and soil-pore gas monitoring <br /> from the semiannual (July I through December 31,2012)monitoring period. This report also <br /> presents an annual sunirnary for the site. <br /> During the monitoring period and over the 2012 monitoring year, no violations have been issued <br /> for the facility. Groundwater quality conditions beneath the French Camp Landfill during the <br /> monitoring period and over.the 2012 year are generally similar to those observed during, previous <br /> monitoring periods. Concentration limits(CLs)were exceeded for chloride in the samples <br /> collected from wells MW-913 and 1W-10A; for total dissolved solids(TDS)at well MW-1 OA; <br /> and for trichlorofluorotnethane(TCFM)at well MW-9A. Hw'vever, with the exception of the <br /> chloride concentration measured in well MW-10A, none of the constituents that exceeded an <br /> established CL exhibited a statistically significant increasing trend. In January 2005,a No <br /> Release Demonstration(NRD)was performed by Herst& Associates(2005)as a result of CL <br /> exceedances for chloride and TDS at groundwater monitoring well MW-I OA. The NRD <br /> concluded that French Camp Landfill, located within the central Stockton area, has been <br /> impacted by saltwater intrusion and the elevated chloride and TDS concentrations measured in <br /> well MW-I OA are believed to be the result of this condition and not the result of landfill-related <br /> impacts. <br /> TCFi'vl was measured above the practical quantitation limit(PQL)in the sample collected from <br /> well MW-9A. Confirmation sampling was not performed since TCFM has already been <br /> confirmed in this-well. However,the TCF concentration measured in well MW-9A is well <br /> below risk-based concentrations and statistically significant decreasing trend was calculated for <br /> the TCF?vl concentrations at this well. <br />
