Ross Atkinson
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive, #200
Rancho Cordova, CA 95670-6114
SUBJECT. eJULY—DECEMBER 2013 SEMIANNUAL/ANNUAL
WATER QUALITY MONITORING REPORT
FRENCH CAMP LANDFILL
SAN JOAQUIN COUNTY, CALIFORNIA
Forward, Inc. (Forward) is pleased to submit the July through December 2013 semiannual and
annual monitoring report for the French Camp Landfill, in compliance with the California
Regional Water Quality Control Board - Central Valley Region (RWQCB) Waste Discharge
Requirement (WDR) Order Number R5-2007-0046. This report sunmiarizes standard
observations and presents the results of surface-water, groundwater, and soil-pore gas monitoring
frorn the semiannual (July I through December 31, 2013) monitoring period. This report also
presents an annual summary for the site.
During the monitoring period and over the 2013 monitoring year, no violations have been issued
for the facility. Groundwater quality conditions beneath the French Camp Landfill during the
monitoring period and over the 2013 year are generally similar to those observed during previous
monitoring periods. During one or both semiannual monitoring events in 2013, Concentratioti
Limits (CLs) were exceeded for chloride at wells MW-913 and MW-10A; and for pH (lower
limit), specific conductance, and total dissolved solids at well MW-10A. However, no
statistically significant increasing trends were calculated for constituents exceeding a CL.
With the exception of the consistent detection of trichlorofluoromethane at well 1/1W-9A and
chloroform at well MW-6A, no volatile organic compounds were detected above a practical
quantitation limit in groundwater samples collected during the 2013 monitoring year.
The field screening results from soil-pore gas monitoring probes indicates that methane was not
detected at any French Camp Landfill soil-pore gas monitoring probe during the monitoring year.
The results of water quality analyses completed for surface-Nvater monitoring stations are
generally consistent with previous results. During the monitoring period, no volatile organic
compounds were detected in any of the surface water stations, and no CLs were exceeded.
