<br /> Comments:This section requires that,"The site shall be designed to discourage unauthorized access by persons
<br /> and vehicles by using a perimeter barrier or topographic constraints.Areas within the site where open storage or
<br /> ponding of hazardous materials occurs shall be separately fenced or otherwise secured as determined by the
<br /> EA.The EA may also require that other areas of the site be fenced to create an appropriate level of security." I
<br /> During the previous inspection on October 23,2013,CalRecycle staff had observed that a small section of the
<br /> fencing on the northeastern comer of the site(north of LFG monitoring probe SGP-1A)was down and there were
<br /> signs of human activities in the area. There was a mattress,an ice chest,and other Hems in the area. During j
<br /> this inspection,CalRecycle staff observed that the down fence section had not been repaired. Furthermore,
<br /> there were more signs of human activities In the area. In addition to the items listed above,there was also a
<br /> yellow shopping cart,with what appeared to be recyclable contents,was well inside the site property Indicating
<br /> that someone may have gained access to the site. During a telephone conversation on February 28,2014,the j
<br /> site manager stated that he had removed some homeless folks from the south area perimeter of the site. The
<br /> site manager stated that he will promptly repair the fencing at the N/E comer and that he may also report the
<br /> situation to the City of Stockton Police for further action. The site manager will notify CalRecycle staff of the
<br /> completed repair by e-mail or telephone. Staff will conduct a follow up inspection of the site,at the time of the
<br /> next inspection activities In the Jurisdiction. i

<br /> Quarterly Inspection:
<br /> -Other than the area of concern indicated above,the conditions of the site were good at the time of the inspection.
<br /> -The gate was locked.
<br /> -Site fill surfaces were in good condH€on. Vegetative growth Is beginning to sprout over the fill surfaces.
<br /> -There were no drainage and/or erosion related issues at the time of the inspection.
<br /> I
<br /> -On October 29,2013,Geo-Logic Associates(consultant to the owner),submitted the 4th Quarter 2013 perimeter landfill
<br /> gas monitoring report. The report Indicated that methane gas levels in the monitoring probes were within the regulatory
<br /> limit,or otherwise 0.00%methane in the probes.
<br /> NOTATION:
<br /> During the telephone conversation with the site manager on February 28,2014,CalRecycle staff€nqLH
<br /> "red about two
<br /> newly erected sign posts within the disposal site property. The site manager stated that the closed disposal site property
<br /> may be sold to new-owner(s). CalRecycle would like to remind the owner of the required Trtie 27,CCR,Section 21200
<br /> notification to CalRecycle at least 45 days in advance of any transfer of the property. See the full requirements
