Class I dumps are not com- mon-the nearest ones are at Pittsburg, Richmond, and Benicia, according to J. Don Layson, chief sanitarian for the San Joaquin Local Health District. Only two dumps in the county have been classified by the state thus far, Layson says. These are the Forward Inc. dump on Austin Road, with a Class II-1 rating, and the Foothill dump, Class II.
