r <br /> BEFORE THE BOARD OF SUPEPVISORS, COUNTY OF SAN JO it � <br /> � 6 <br /> STATE OF CALIFORNIA <br /> B-73-232 FEB 2 1973 <br /> MOTION: Periso/taisdom <br /> CAN .1CAOLJI N LOCAL <br /> HARNEY LAPID SANITARY LANDFILL € 1: ALTFi flyRI T <br /> This Board of Supervisors does hereby approve the following recommendations <br /> regarding the HARNEY LAND SANITARY LANDFILL as policy guidelines at this time: <br /> 1 . The City of Lodi shall continue the operation of the existing landfill <br /> site until July 1, 1974, to January 1 , 1975, pending acquisition of a <br /> new site by the County and thereby allow the County sufficient time to <br /> gets up with the personnel and equipment required to develop the organ- <br /> ization needed to efficiently manage the facility. Time is essential also <br /> for the completion of the County ,faster Plan to verify compatibility of <br /> .this Harney Lane Report. <br /> 2. The County shall proceed immediately to secure a new sanitary landfill <br /> site in view of the remaining short useful life of the existing facility. <br /> The procedures for the acquisition of the new landfill site are to follow <br /> the outline contained in the Harney Lane Report. <br /> 3. The County shall initiate a geotechnical investigation of the new site. <br /> 4. The City of Lodi and the County shall continue charging a fee for an <br /> indefinite time to fully observe the acceptance of the foe by users of <br /> the facility. Harney Lane will serve as a pilot study for possible future <br /> total fee on Countywide ;iasis. The fee revenues shall be used for the <br /> acquisition of the new site, for site development and for new equipment, <br /> 5 02 County Wall consider public operation of the sanitary landfill site <br /> in view of the near equal costs presented for public versus private oper- <br /> ation and the added advantage of better control and greater flexibility <br /> to change, pending receipt of a future proposal from Easley and Brassy or <br /> others which may warrant reconsideration of private operation. <br /> 6. The County sha l immediately acquire by purchase or lease a new dozer to <br /> replace the D--7 presently in use at the landfill site. The financing for <br /> the new equipment to be by the City of Lodi and County on a. 35/65 ratio. <br /> 7. During the interim of continued operations by the City of Lodi , the City <br /> shale continue to utilize private contractors for trenching? operations. <br /> Upon takeover of operations by County, a new self-loading scraper will <br /> be required, <br /> B. Should d ily covering of refuse be mandated before takeover by County, <br /> �_/ the self-loading scraper shall be immediately acquired. <br /> 9. The City of Lodi shall cooperate and support in every manner possible in <br /> the legal and d.onunit°,? considcrations for the acquisition of a replacement <br /> for the Harney Lane site. <br /> 10. Upon scquisition cf the new site, site development shall be immediately <br /> undortaken including ill a :t i nq of trees , shrubbery and appropriate signing <br /> along County roads for env ircnmental improvement. <br /> 11 . Excess acreage of new site not needled immediately for landfill operations <br /> shall e iE:.asedl for appropriate agricultural use not in ccn t ict with land- <br /> fill <br /> and—fi 1k over at i ons . Thus, a return of revenue to County will be realized and <br /> i <br /> S <br />
