3 EVALUATION MONITORING PROGRAM <br /> The proposed evaluation monitoring program for the Harney Lane Sanitary Landfill was <br /> prepared consistent with the requirements of Section 2550.9 of Article 5 and includes <br /> • A new groundwater monitoring program to evaluate changes in water quality <br /> resulting from a release from the landfill <br /> • An assessment of the nature and extent of a release at the landfill <br /> • Preparation of a feasibility study describing the corrective action measures that <br /> could be taken at the landfill <br /> • Submission of an amended report of waste discharge (ROWD) containing an <br /> evaluation of changes in water quality, assessment of the nature and extent of <br /> release, and the feasibility study <br /> 3.1 Groundwater Monitoring Program <br /> 3.1.1 Current Monitoring Program <br /> Groundwater and surface water are currently monitored at the landfill. The monitoring <br /> locations, as shown on Figure 2, include monitoring points currently specified in the site's <br /> WDR Order No. 93-093. <br /> Groundwater migrates through interconnected pore space in sand and gravelly sand. The <br /> aquifer is located at approximately 80 to 100 feet below ground surface, and depth to <br /> first-encountered groundwater is presently approximately 120 feet below ground surface. <br /> Monitoring wells have been installed at the site to monitor groundwater quality. One <br /> background well(MW-1)and three downgradient wells (MW-2 through MW-4)constitute <br /> the current monitoring well network. Upgradient well MW-1 is intended to represent <br /> groundwater quality that has not been affected by landfill activities. Well MW-2, MW-3, <br /> and MW-4 are intended to detect possible groundwater impacts from the landfill. <br /> Groundwater levels are measured and groundwater samples are collected from these wells <br /> on a quarterly basis consistent with the WDR Order No. 93-093. <br /> SAC/pjM93M390011.8a1-94/1fc:9 Rev.0, 10/17/94 <br /> 0939-001.18 5 <br />
