5.0 STRUCTURE REMOVAL <br /> The only remaining structure at the Harney Lane Sanitary Landfill <br /> is a metal maintenance building with a restroom (about 675 sq.ft. ) . <br /> This structure will be moved to another site for reuse. <br /> The foundations will be removed after closure activities are <br /> completed, and the waste will be disposed of at the new North <br /> County Recycling Center and Sanitary Landfill. <br /> 6. 0 DECOMMISSIONING ENVIRONMENTAL CONTROLS <br /> In 1988, EMCON Associates performed an Air Quality Solid Waste <br /> Assessment Test (SWAT) . EMCON installed seven gas probes solely <br /> for the SWAT. These probes will not be incorporated into the <br /> postclosure monitoring plan. EMCON decommissioned five of the <br /> seven existing gas wells at the Harney Lane Landfill on October 11, <br /> 1991. Two other existing gas wells scheduled for decommissioning <br /> could not be located. To decommission each well, the probe casing <br /> was first pulled from the ground. The original well boring site <br /> was then redrilled to a depth at which native soil, rather than <br /> well construction material, returned to the surface on the auger, <br /> indicating that the bottom of the original boring had been reached. <br /> The borehole was then filled to the surface with a nine-sack <br /> concrete slurry. Materials from the decommissioned probes were <br /> disposed of on site. <br /> The current groundwater monitoring network will remain intact and <br /> be maintained for the 30 year postclosure monitoring period. After <br /> the monitoring period has expired, all monitoring wells will be <br /> decommissioned to comply with County ordinances and state <br /> regulations. Drainage controls will remain to prevent ponding and <br /> leachate production after closure. <br /> 7.0 SITE SECURITY <br /> A sign stating the date of closure and alternative waste disposal <br /> site was posted at the point of access on August 1, 1991. A sign <br /> was placed at the entrance on November 8, 1991 stating an emergency <br /> phone number and that copies of the closure and post closure plans <br /> are available for public viewing at the offices of the San Joaquin <br /> County Public Works Department located at 1810 E. Hazelton Avenue <br /> in Stockton, California. These signs will remain for at least 180 <br /> days from November 1, 1991. Also, a notice of closure of the <br /> Harney Lane Landfill site was published in the Lodi newspaper <br /> containing the information above on October 2 , 1991. <br /> 7 <br />
