II. FINAL CLOSURE COST ESTIMATES
40
The closure work remaining to be performed is placement of the
remaining portion of the foundation layer, the clay barrier layer
and the vegetative layer, except for the secondary site side
slopes. Other items of closure cost such as revegetation,
monitoring, etc. are also included as closure costs.
1. 0 FINAL COVER
There are approximately 100 acres of landfill final cover to be
placed. Final cover will be comprised of 4 feet of soil. It will
consist of a 2 foot Foundation layer (sandy to silty material) , a
1 foot clay barrier layer, and a 1 foot vegetative layer (topsoil
material) . It will be placed in accordance with the CQA program.
By the time closure operations begin, the entire site will have
intermediate cover. Therefore, only 1 foot of additional soil is
needed to complete the foundation layer.
It is estimated that 484, 000 cubic yards of cover material are
needed, 48,400 cubic yards for the secondary site and 435, 600 cubic
yards for the primary site. The soil will come from two borrow
areas south of the landfill (see sheet 4) .
The cost for applying final cover over the 100 acres of top area
and side slopes for the primary and secondary site is estimated
below.
The following assumptions are made for estimating:
* Upon commencing with cover placement, the primary and
secondary sites will already be covered with approximately 1
foot of intermediate cover. The intermediate cover will be
compaction tested for CQA compliance.
* The side slopes for the secondary site have been built to
final closure grades and will be tested for CQA compliance.
40 16
