kn ICLEINFELDER <br /> 2 PROGRAM OVERVIEW <br /> 2.1 GENERAL <br /> This revised CQA plan is to be implemented to control construction for installation of final <br /> cover for the Landfill. The final cover consists of a minimum two-foot thick foundation layer, <br /> one-foot thick low permeability barrier ("clay") layer and a one-foot thick protective vegetative <br /> layer. This final cover section was included in the Closure Plan to meet minimum <br /> requirements of Chapter 15, Section 2581(x). <br /> The County has decided to use on-site soils from a borrow area for construction of the final <br /> cover as indicated in the closure plan. The SJDPW retained Kleinfelder to test available on- <br /> site soil and develop a soil amendment mix design to attain the properties needed for barrier <br /> layer construction. The mix design is based on using commercial clay soil obtained from Ione <br /> Refractories and is included in this revised CQA Plan. <br /> The revised CQA program also involves using qualified SJDPW personnel to the greatest <br /> extent possible for the following: <br /> • engineering closure design services, <br /> • CQA testing and certification of the foundation and vegetative layers, <br /> construction supervision of earthwork contractor forces, <br /> • grade control survey, and <br /> • certification of the foundation and vegetative layer construction. <br /> If SJDPW forces are not available, qualified contractors will be retained to perform the work. <br /> Kleinfelder Inc. will act as a third parry Construction Monitor which will include the following <br /> services: <br /> • part-time observation of the borrow operations, <br /> • coordination and training of SJDPW field engineers in CQA testing of the foundation <br /> layer, <br /> • part-time construction observation for the foundation layer, <br /> • limited CQA testing of the foundation layer, <br /> • full-time construction observation and total CQA testing of the test pad, which has already <br /> been performed <br /> • part-time construction observation and total CQA testing of the barrier layer, <br /> GSM.MD 3EI94 Page 5 of 24 <br /> Copyright 1994 Kleinfelder,Inc. <br />
