kn ICLEINFELDER 2 PROGRAM OVERVIEW 2.1 GENERAL This revised CQA plan is to be implemented to control construction for installation of final cover for the Landfill. The final cover consists of a minimum two-foot thick foundation layer, one-foot thick low permeability barrier ("clay") layer and a one-foot thick protective vegetative layer. This final cover section was included in the Closure Plan to meet minimum requirements of Chapter 15, Section 2581(x). The County has decided to use on-site soils from a borrow area for construction of the final cover as indicated in the closure plan. The SJDPW retained Kleinfelder to test available on- site soil and develop a soil amendment mix design to attain the properties needed for barrier layer construction. The mix design is based on using commercial clay soil obtained from Ione Refractories and is included in this revised CQA Plan. The revised CQA program also involves using qualified SJDPW personnel to the greatest extent possible for the following: • engineering closure design services, • CQA testing and certification of the foundation and vegetative layers, construction supervision of earthwork contractor forces, • grade control survey, and • certification of the foundation and vegetative layer construction. If SJDPW forces are not available, qualified contractors will be retained to perform the work. Kleinfelder Inc. will act as a third parry Construction Monitor which will include the following services: • part-time observation of the borrow operations, • coordination and training of SJDPW field engineers in CQA testing of the foundation layer, • part-time construction observation for the foundation layer, • limited CQA testing of the foundation layer, • full-time construction observation and total CQA testing of the test pad, which has already been performed • part-time construction observation and total CQA testing of the barrier layer, GSM.MD 3EI94 Page 5 of 24 Copyright 1994 Kleinfelder,Inc.
