KLEBNFELDER
5 CONSTRUCTION CONTROL
5.1 STOPPAGE OF WORK
The SJDPW, as project administrator and engineer, will control construction work. The
construction forces, (a construction contractor to the County), will be under the supervision of
the project engineer and direct supervision of the field construction supervisor. Kleinfelder
will observe construction activities and advise the County of deficiencies in the quality of work
observed through field observation, review of the SJDPW field notes, or CQA test data.
In addition, regulatory agencies such as the LEA, CIWMB, or RWQCB may observe
construction and may request that the Project Manager/Engineer stop work if they perceive
deficiencies.
5.2 GRADE CONTROL
The SJDPW (or a qualified land survey contractor) will provide grade stakes and survey
control notes and guidance to construction operators during the project. The SJDPW will
check that the grades called out in the field staking are in accordance with the Closure Plan, or
an approved as-built modification by the Engineer, and provide direction to the operators of
deficiencies for corrective action.
The grade control for the following will be verified using grade control stakes at 100-foot
centers:
• Top and thickness of foundation
• Barrier layer
• Top of vegetative layer
The vertical control accuracy will be plus or minus 0.05 feet. All surveys shall be based on
the permanent bench marks in-place at the site used to control closure construction according
to the County's landfill horizontal and vertical datum.
5.3 QUALITY CONTROL
Assurance of the quality of construction requires that field tests be developed to identify
appropriate construction procedures, equipment, and the material that is to be used.
Based on these tests, the procedures and equipment may vary with changing fill material and
site conditions.
GSM.and 3EI94 Page 14 of 24
Copyright 1994 Kleinfelder,Inc.
