STATE OF CALIFORNIA California Integrated Waste <br />CIWMB 3 (Rev. 4/04) Management Board <br />INSPECTION REPORT ADDENDUM PAGE 2 OF 2 <br />AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department <br />SITE NUMBER: 39 -AA -0003 INSPECTOR: Garrett Backus <br />SITE NAME: Harney Lane Landfill <br />RECEIVED BY <br />INSPECTION DATE: Aug 8, 2007 OPERATOR <br />COMMENTS: <br />A routine quarterly inspection was done on this day. <br />1) Note — Gas probe #I (middle) measured 7.4% methane when measured by the Environmental Health Department on <br />May 4, 2007. The operator investigated the cause of the high level of methane and found a landfill gas (LFG) header <br />pipe, on the west slope of the primary site, which was obstructed due to condensate. The pipe was excavated and adjusted <br />to fix the slope of the pipe. Today's inspection found 0.0% methane in gas probe #I in the shallow, middle and deep <br />probes. The violation from last quarter is resolved. <br />2) Note - A LFG header pipe, located on the east slope of the secondary site, was adjusted by the operator since the last <br />inspection to remove two low spots. The area of concern from last quarter is resolved. <br />3) Note - A LFG header pipe, on the east slope of the secondary site, had a disconnected coupling during last quarter's <br />inspection. The coupling was repaired since the last inspection. The area of concern from last quarter is resolved. <br />4) Note: The rear gate near the flare station was closed and locked. The area of concern from last quarter is resolved. <br />5) Note — The following perimeter landfill gas monitoring probes were measured for % methane: <br />ID: shallow, middle, deep probes <br />GW -1: 0.0%, 0.0%, 0.0%;GW-2: 0.0%, 0.0%, 0.0%;GW-7: 0.0%, 0.0%, 0.0%; <br />GW -11: 0.0%, 0.0%, 1.0%. <br />6) Note — The landfill gas extraction flare was not operating. <br />INSPECTOR SIGNATURE: <br />DATE: V52, 14 -) <br />
