1. Violation Title 27 CCR 20750 - Site maintenance - The entire landfill area was covered by overgrown vegetation <br />which had made it impossible to determine whether the cover was intact and functioning as it should. The <br />overgrown vegetation could pose a fire hazard, especially with summer approaching. <br />One fire extinguisher at the flare station indicated low charge. <br />a. Operator should maintain the vegetation at a minimum, so that site cover inspection could easily be <br />conducted and to prevent surface fires from taking place which could cause a threat to public health and <br />safety and the environment. <br />b. Service/replace fire extinguisher so as to be fully functioning. <br />2. AC Title 27 CCR 21150-- Drainage/Erosion Control - Abundant vegetation had grown in the perimeter at the <br />southwest slope of the secondary site_and at the north, slope of the_primary site. _It was unclear where this <br />drainage would drain runoff into and did not appear to function as intended. <br />Erosion observed at southeast slope, east slope and at southwest slope at secondary, site at top edge of deck. <br />No exposure of waste was observed. <br />Burrow holes observed at southwest and west slopes of secondary site. <br />-- - a. Provide adequate drainage of runoff for the entire site. <br />b. Complete the permanent repair of the area of erosion. <br />c. Make necessary repairs of erosion throughout site. <br />d. Make necessary repairs of burrow holes and take measures to prevent further burrowing. <br />3. AC Title 27 CCR 20650 - Grading of Fill Surfaces - The top of east and southeast sides of primary site contained <br />low spots which will collect rain water. Continuation of an AC from the last inspection. <br />a. Grade the area to promote lateral runoff of water and prevent "future ponding. <br />b. Grades shall be established to provide sufficient slopes to account for future settlement of the fill surface. <br />4. AC Title 27 CCR 20530 - Site Security - The fence along the east perimeter needs repair. Some sections consist of <br />a single strand of barbed wire. <br />a.
