CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD
INSPECTION REPORT
DATE: 24 April 2006
FACILITY: Harney Lane Sanitary Landfill
DISCHARGER: San Joaquin County Department of Public Works
LOCATION &COUNTY: San Joaquin County
CONTACT(S): Mike Carroll
INSPECTION DATE: 27 March 2006
INSPECTED BY: Todd Del Frate
ACCOMPANIED BY: Victor Izzo
SUMMARY: Inspected Harney Lane Landfill with Mike Carroll. Vegetative cover was heavy and
mature on top of Primary and Secondary cells. Side-slope vegetative cover was also mature.
Ponding of water on top of Primary cell was observed. Secondary cell was not accessed.
Maintenance of Primary and Secondary cells has been delayed due to heavy rains this winter.
Water on top of cells is collected and controlled by flow berms that divert surface runoff toward
down-drain locations. Surface water is not controlled over Primary or Secondary cells except by
directional flow berms. Velocity of surface water not checked across top of landfill except by
vegetative cover. Other than isolated ponding, top of Primary and secondary cells appeared to be
well maintained.
Deep erosion observed near south-southeast side-slope covered in plastic sheeting to prevent further
dessication. This deep erosion is located adjacent to repair area where differential settlement
occurred summer 2005. Repair area was in excellent shape. Discharger needs to control surface
water in this area. Deep erosion appears to be caused by surface water flow over perimeter soil
berm and down side-slope. Discharger will repair side-slope and perimeter soil berm once area
dries out. Maintenance crews were working to clear the perimeter drainage ditches. Landfill gas
system working; flare operating. Sediment pond appeared to be in good shape and within it limits.
a
Abmroved: ' _
