Hazelton Ave. <br /> Stockton, CA 95201-3018 <br /> SUBJECT: Work plan for the repair of the Clay Barrier Layer at Harney Lane Landfill,(SWIS#39-AA- <br /> 0003). <br /> This letter is regarding the above referenced document that was submitted to the Environmental Health <br /> Department(EHD) on May 4, 2006. The EHD has reviewed the document and has the following <br /> comments: <br /> 1. Figure 3 in the plan shows that the GCL is secured by being nailed into the excavation wall <br /> through an interface backfilled with bentonite. Nailing the GCL to the excavation wall (and <br /> backfilled interface) is not acceptable. Revise plan to include the GCL to be overlapped on top <br /> of Clay Barrier at a sufficient length(at least 12 inches at both sides from the excavation)to <br /> provide an adequate seal for the repair. The vegetative soil located above the overlapped area <br /> shall be removed to allow the GCL to be positioned. The Vegetative layer shall then be placed <br /> back on top of the GCL. <br /> 2. Obtain approval by the RWQCB prior to start of any repair work. <br /> Please submit to the EHD corrections that address the above noted.
