Box 1810 <br /> Stockton, CA 95201 <br /> ' REVIEW OF FIRST, SECOND, AND THIRD QUARTER 2006 GROUNDWATER AND <br /> SURFACE WATER MONITORING REPORTS FOR HARNEY LANE SANITARY LANDFILL, <br /> SAN JOAQUIN COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff h-as reviewed the 1st <br /> 2n , and 3` Quarter Groundwater and Surface Water Monitoring Reports for the Harney Lane <br /> Sanitary Landfill received on 14 April, 14 July, and 13 October 2006 respectively. The reports <br /> were prepared in accordance with the Monitoring and Reporting Program (MRP) No. 96-139. <br /> Staff finds the reports to be incompliance with the MRP and Standard Provisions and <br /> Reporting Requirements. The report also reports detections of volatile organic compounds <br /> (VOCs) in groundwater monitoring well MW-2. <br /> We are concerned about volatile organic compound detections in monitoring well MW-2. <br /> Because of these detections we are requesting the last two years of soil gas data be <br /> submitted by 2 January 2007. The concentrations of VOCs in groundwater are indicative of a <br /> soil gas source. Also staff will be updating Waste Discharge Requirements (WDRs) Order No. <br /> 96-139 in the Spring of 2007. This is the routine 10-year update of WDRs. Therefore, please <br /> submit a Report of Waste Discharge (RWD) by 30 January 2007. The RWD should <br /> concentrate on any changes in the facility since WDRs Order No. 96-139 was adopted. <br /> Please review WDRs Order No. 96-139 and Title 27 Section 21710 in preparing RWD. <br /> Please review the attached monitoring and reporting checklist.
