Box 1810 <br /> Stockton, CA 95201 <br /> REVIEW OF FOURTH QUARTER AND ANNUAL 2006 GROUNDWATER AND SURFACE <br /> WATER MONITORING REPORT FOR HARNEY LANE SANITARY LANDFILL, SAN <br /> JOAQUIN COUNTY <br /> The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the <br /> Fourth Quarter and Annual 2006 Groundwater and Surface Water Monitoring Report for the <br /> Harney Lane Sanitary Landfill. The report was submitted in accordance with Monitoring and <br /> Reporting Program (MRP) No. 96-139 and staff finds the report to be complete and in <br /> compliance with the MRP. <br /> In a letter dated 15 December 2006, staff indicated concern that volatile organic compounds <br /> (VOCs) continued to be detected in groundwater collected from well MW-2. Staff had <br /> requested the past two years of soil gas data for evaluation, which was provided by San <br /> Joaquin County by the requested due date. Review of the soil gas data did not provide <br /> conclusive evidence of a new or continued release. However, landfill gas (LFG) continues to <br /> impact groundwater at this location. According to the Fourth Quarter report, the Discharger <br /> will be increasing the vacuum of the LFG system in the area of well MW-2 in hopes of <br /> capturing the LFG affecting,groundwater. Regional Water Board staff agrees with this <br /> adjustment to the LFG system. <br /> As a reminder, the 15 December 2006 letter requested an updated Report of Waste Discharge <br /> to be submitted to the Regional Water Board so that staff may update the Waste Discharge <br /> Requirements. Staff understands the Discharger is preparing several documents associated <br /> with other San Joaquin County landfills.
