Box 1810
Stockton, CA 95201
REVIEW OF SECOND QUARTER 2007 GROUNDWATER AND SURFACE WATER
MONITORING REPORT FOR HARNEY LANE SANITARY LANDFILL, SAN JOAQUIN
COUNTY
The Regional Water Quality Control Board (Regional Water Board) staff has reviewed the 2nd
Quarter 2007 Groundwater and Surface Water Monitoring Report for the Harney Lane
Sanitary Landfill. The Report was prepared in accordance with Waste Discharge
Requirements (WDRs) No. 96-139. Staff finds the report complete. However, volatile organic
compounds (VOCs) continue to be detected in groundwater samples collected from well MW-2
in violation of the WDRs. The Report also notes increasing trends of EC, TDS, turbidity, and
chloride is several of the other wells, which indicates that landfill leachate maybe discharging
to groundwater. .
To address the continued VOC detections at the subject site, the Discharger, in a 25 May
2007 letter, has proposed to enhance the gas extraction system in the vicinity of well MW-2.
This enhancement would include the installation of two additional gas extraction wells with
screen intervals constructed below the bottom of the landfill unit but above the water table
surface. The two proposed gas extraction wells shall be drilled to an approximate depth of
120 feet below ground surface and installed with a 5 foot screened interval. The well boring
will be backfilled below the bottom of the landfill unit with approximately 7 feet of drain rock, 6
feet of bentonite and 11 feet of neat cement. The upper portion of the well boring will be
backfilled with soil compacted in two foot lifts.
Based on the details presented in the letter dated 25 May 2007, staff concurs with the gas
extraction system enhancement for the Harney Lane Sanitary Landfill. Please notify staff a
minimum of 48 hours in advance of the drilling activities.
California Environmental Protection Agency
a Recycled Paper
