i <br /> 1.0 PURPOSE <br /> The purpose of this postclosure maintenance plan (PCMP) is to present current <br /> postclosure maintenance activities and costs at the Harney Lane Sanitary Landfill <br /> (HLSL), which were not in place since closure of the landfill. <br /> This PCMP is prepared in accordance with California Code of Regulations (CCR) Title 27 <br /> Sections 21769, 21830, and the Waste Discharge Requirements (WDR) Order No. <br /> R5-2009-0049 issued by California Regional Water Quality Control Board. <br /> 2.0 GENERAL <br /> 2.1 BACKGROUND <br /> HLSL is a single, closed, unlined Class III landfill located at 14750 E Harney Lane <br /> in Lodi, California. The landfill covers approximately 127 acres, which consists of <br /> one 97-acre (primary site) and a 15-acre (secondary site) (Figure 2). The <br /> remaining property area is comprised of access roads, storm water retention <br /> ponds, setbacks for environmental monitoring, and firebreaks. Most of the land <br /> within 1,000 feet of the facility is used for grazing, agriculture and low-density <br /> residential development. A migrant labor camp owned by the State of California <br /> and operated by San Joaquin County Housing Authority is located immediately <br /> northwest of the secondary site. The labor camp has four unlined ponds, two of <br /> which are used for treatment and disposal of waste water generated by the labor <br /> camp, the remaining two used for the retention of storm water. These ponds are <br /> under separate regulation. <br /> In the 1940s, City of Lodi and San Joaquin County began operating landfills on <br /> adjacent property along the south side of Harney Lane. City of Lodi owned and <br /> operated the 97 acre primary site, while San Joaquin County owned 30 acres west <br /> of the City's site, of which 15 acres were being used as a landfill now called the <br /> secondary site. Both operations used pits to burn waste brought to the sites. <br /> In 1975, San Joaquin County leased the City of Lodi's landfill and assumed <br /> responsibility for its operation. Both sites were combined into one Landfill.
