BLOWERS RATED AT 500 <br /> SCFM EACH AND ONE 17 MMBTU/HR SUR-LITE MODEL MADISON LANDFILL GAS FIRED FLARE WITH A LANDFILL <br /> GAS CONDENSATE INJECTION SYSTEM <br /> PERMIT UNIT REQUIREMENTS <br /> 1. No air contaminant shall be released into the atmosphere which causes a public nuisance.[District Rule 4102] <br /> P <br /> 2. No air contaminant shall be discharged into the atmosphere for a period or periods aggregating more than three <br /> minutes in any one hour which is as dark as,or darker than, Ringelmann 1 or 20%opacity. [District Rule 4101] <br /> 3. Particulate matter emissions shall not exceed 0.1 grains/dscf in concentration. [District Rule 4201] <br /> 14. The gas collection system shall be operated in such a manner to prevent overdraw that can cause fires or damage to the <br /> gas collection system. [District Rule 4642] <br /> 5. Owner/operator shall maintain non-resettable,totalizing volumetric fuel flow meter that measures the daily quantity of <br /> landfill gas condensate injected. [District Rule 4642] <br /> Owner/operator shall maintain and operate the landfill gas flare in accordance with the manufacturer's specifications <br /> and in accordance with Section 5.2.4 of District Rule 4642(Solid Waste Disposal Sites). The thermocouple probe used to measure the flare temperature shall be located above the flame zone, a minimum of <br /> three(3) feet below the top of the flare shroud,and at least 0.6 second downstream of the burner. The flare shall be equipped with a temperature indicator,a gas flow indicator and a recorder that records the gas <br /> temperature in the flare stack, and the quantity of landfill gas consumed. The temperature and gas flow shall be <br /> recorded continuously while gas is flowing through the flare. [District Rule 4642] <br /> 9. A temperature of at least 1,475 degrees F,measured at the thermocouple probe, must be maintained when the flare is <br /> in operation. [District Rule 4642] <br /> 10. The methane content of the landfill gas shall not exceed 55%. [District Rule 2201] <br /> 11. The landfill gas condensate injection rate shall not exceed 0.6 gallon per minute. Emissions from the flare shall not exceed any of the following limits: 0.06 lb-NOx/MMBtu, 0.0299 lb-SOx/MMBtu, <br /> 0.0425 lb-PM 10/MMBtu, 0.20 lb-CO/MMBtu, or 0.03 lb-VOC/MMBtu. [District Rule 2201] <br /> 13. The District shall be notified of any breakdown conditions in accordance with Rule 1100 (Equipment Breakdown). <br /> [District Rule 1100] <br /> 14. Owner/operator shall notify the APCO by telephone at least 24 hours before performing any maintenance that requires <br /> the system to be shutdown. The notification shall include a description of the maintenance, the date maintenance will <br /> be performed and the amount of time needed to complete the maintenance. [District Rule 4642] <br /> 15. During maintenance of the gas collection system or the flare,emissions of landfill gas into atmosphere shall be <br /> minimized during shutdown. The gas collection system and the flare shall not be shutdown for more than 144 <br /> cumulative hours in any calendar year. [District Rule 4642] <br /> 16. The destruction efficiency for non-methane hydrocarbons shall be at least 98% at all times.
