BACKGROUND <br /> California Clay Products, the original owner of the subject site, <br /> operated a brick factory in the northern portion of the site from <br /> 1910 to 1955. Clay was mined from 1910 to 1967 in the south- <br /> eastern portion of the site. In 1955 disposal of Class III <br /> inert material began in the south-west corner of the clay pit <br /> (excavation) . From 1973 to 1979 the eastern portion of the <br /> excavation accepted Auto Shredder Waste (ASW) and other <br /> miscellaneous Class II materials. The source of the ASW being the <br /> Lerner Company: In 1979 Cove Contractors (Cove) purchased the <br /> southern portion of the site and Martin Metal Finishing purchased <br /> the northern portion (Attachment 2) . <br /> The Cove Site is located at 3200 South E1 Dorado Street Stockton, <br /> San Joaquin County see map (Attachment 1) . The 21 acre site is <br /> situated along the north bank of Walker Slough. <br /> Cove was issued a Solid Waste Facilities Permit (SWFP) from the <br /> Integrated Waste Management Board (IWMB) in 1979, permit 139-AA- <br /> 010. In accordance with the permit, Cove was allowed to dispose <br /> of ASW, dirt, concrete and other inert construction materials. <br /> Cove disposed of waste from 1979 until 1982 when disposal <br /> operations ceased at the site. <br /> According to a November 1978 memorandum from the San Joaquin <br /> County Local Enforcement Agency (LEA) , the site was operated in <br /> violation of the SWFP permit (Attachment 3) . <br /> The Memorandum states that landfill fires, lack of cover and <br /> fugitive dust from the auto shredder waste were an on going <br /> problem at the site. Also, during a Local Health District <br /> inspection disposal of wood and household garbage was observed in <br /> Che excavation. These waste types were not approved in the SWFP. <br /> Therefore, the LEA recommended revocation of the permit. <br /> CURRENT STATUS <br /> During the January 30, 1984 site inspection by the LEA, the site <br /> was found to be inactive. The site has not been operated since <br /> 1982 and has not been closed under closure and post closure <br /> standards of Title 14, Division 7, Article 7.8. <br /> Cove plans to fill the remaining open excavation with treated <br /> ASW. The proposed disposal activities would be conducted for <br /> five to ten years. once the excavation is filled the site would <br /> be capped with two feet of soil and a concrete slab that would <br /> serve as a foundation for a warehouse. <br /> In the Report of Disposal Site Information (RDSI) submitted by <br /> Cove in December of 1990, the closure design was based on the <br /> assumption that ground water would not be significantly impacted <br /> for another 10 years. <br /> 1 <br />
